for dry brush I usually use cel paint- but I think the one yer looking at is before I owned any- so it was with Acrylic ink most likely. I pat down the brush in paint, then dry it with a paper towel ( but not completely). I'm also not an expert at it, so there's probably a better way then what I do, haha.
